Section 4(f) or 6(f) Resources The following are present on the project: No suspected Haz/Mat sites are within the project area. Bridge structure will have to be assessed for possible asbestos containing material. Bridge removal will be required by this project and the Division of Air Quality will require an NOI 10 days prior to demolition. N/A N/A At this stage in planning this project is expected to require an ACE LON. ARCGIS and the National Wetlands map does not show the project to be within the 100 year floodplain or to have any wetlands associated within the project area. Soils mapping do show soils to be conducive to wetland development and the area will require investigation once the project plans are completed. Project will require an Archaeological and Cultural Historic survey . Initial survey by DEC found no historic structures within APE of project and depending on project size most of the area surrounding the bridge has had prior disturbance. The following species are listed as Endangered, Threatened, or have Candidate status in the county of the project; Myotis grisescens (gray bat); Myotis sodalis (Indiana bat); Pleuroblema clava (clubshell); Potamilus capax (fat pocketbook); Plethobasus cooperianus (orangefoot pimpleback); Obovaria retusa (ring pink); Cumberlandia monodata (spectaclecase); Plethobasus cyphus (sheepnose); Lampsilis abrupta (pink mucket); Pleurobema plenum (rough pigtoe); Apios priceana (Price's potato bean); Sterna antillarum (interior least tern). Initial habitat assessment shows the species of concern, which will require a BA are the gray bat; Indiana bat; and Prices Potato Bean. The mussel species and interior least tern should be a No Effect, but consultation with DEA biologist is still required. III. Alternative 2: Replace Bridge in Existing Location Replace the two lane rural roadway approaches on KY 866 and bridge over Gum Creek in the same location as the existing. The new bridge may need to be widened to allow for the recommended geometrics. This alternative will not change the current horizontal alignment. Since the existing bridge cannot remain open during construction, the road will be closed to through traffic during construction. Traffic will be detoured onto other roads. A sketch of the proposed project can be seen below. Please see Exhibit 3 on Page 10 for Example Detour. IV. POSSIBLE ALTERNATIVES This alternative may be carried forward, but does not address the needs identified. Future permanent closure of this bridge would cause traffic to be redirected and impact local residents. Alternative 3: Replace Bridge to West / East of Existing Location Replace the two lane rural roadway approaches on KY 866 and bridge over Gum Creek shifting the alignment West or East of the existing. Since the new bridge will be constructed away from the existing bridge, traffic could remain on the existing bridge during construction. Temporary diversions will be necessary to construct tie-ins. A sketch of the proposed project can be seen below.
