Higher Education (HiEd) Program National Training and Education Division (NTED) March 9-April 20, 2022 1 Research Proposal Submission Template The NTED HiEd Program, will fund competitive research proposals from qualified candidates that examine real world complex problems and provide actionable recommendations to advance the discipline of emergency management. For a proposal to be considered it must; (1) come from individuals/teams currently associated with an institute of higher education, (2) align with the 2022-2026 FEMA Strategic Plan, the National Research Agenda, and Next Generation Core Competencies, and (3) follow the template format for submission. All proposals will be evaluated by a committee and relevant subject matter experts for technical quality of research design, alignment to FEMA priorities, contribution to the practice of emergency management, and editorial quality of the proposal. Proposals should be scoped for a 3-9 month period of performance. If funded, researchers will be expected to participate in monthly status meetings with a member of the HiEd Team and provide a detailed workplan. All projects will need to be reviewed and approved by the HiEd Program Manager before acceptance and final payment. Project Title: Research Team: Name, title, affiliation of all team members Period of Performance: Month Day, Year – Month Day, Year Project Background: Describe any background information or context for project proposal. Project Description: Describe the project, scope of work, and purpose. Cost and Payments Break down of tasks by costs, and total cost for project. Task Cost Higher Education (HiEd) Program National Training and Education Division (NTED) March 9-April 20, 2022 2 Total Cost Methodology Describe methodology and analysis design and how it adheres to the Guiding Principles in the Emergency Management Higher Education Research Agenda. • • • Objectives and Outcomes: Describe project objectives/outcomes and how they could advance the discipline and practice of emergency management. Project Alignment: As appropriate, please describe project alignment to the following: • FEMA Strategic Plan 2022-2026 • Alignment with the Emergency Management Higher Education Research Agenda Research Thrusts • Alignment with Next Generation Core Competencies Partners: List any academic, student, special interest group, or regional partners.
