I just want to file a complaint against my neighbor. Secretary: Ma'am, good afternoon. Kindly fill up this katarungang pambarangay form no. 7. There is also a filing fee of 5 pesos. Just approach our treasurer for the said payment. Thank you. Complainant: Okay. Thank you Complainant and the Respondent: Good afternoon. Punong Barangay: Good afternoon, everyone. I am the punong barangay of barangay Buenavista Magdalena, Laguna. Before we start this formal discussion about the problem of both parties, let’s ask the guidance of our dear Lord to give us some knowledge on how we are going to solve or fix this dispute. Let’s bow our heads and close our eyes. Lord, thank you for this day that you have given us. Please be the center of our discussion and remove all the hatred in our hearts. Give us your guidance for us to have peace of mind and may it help us to reach an agreement for both parties. We entrust everything to you, Lord. Amen. Punong Barangay: Once more, good afternoon to the both of you. I am not sitting here in front to resolve this dispute on your behalf. I am only here to offer guidance and assistance while you work to resolve this issue. So before we formally start this discussion, I just want to remind you that while the other party is giving her statement, please don’t intervene and swiftly clarify your side. Both of you will be given a chance to express your views and speak out for yourself. Is that clear? Complainant and the Respondent: Yes Punong Barangay: Now, I formally open this formal discussion, and again, both of you will be given the opportunity to speak up and hear your opinions. Let’s start with our complainant. Complainant: Let me explain my side Kapitan. When I walked outdoors every day, I frequently saw their dog defecating in front of our house. Naturally, as a mother, I am also afraid that their dog would accidentally bite my only daughter and will cause us to go to the hospital and pay fees. Punong Barangay: Ah, so it is an issue about dogs. Ma’am, what can you say about her statement? Respondent: My dog is always on a leash inside our home, and the gate is usually locked, so all I know is that the dog she saw was not mine. Complainant: Well, I believe that it was their dog who was always defecating outside our house since I clearly saw it with my own two eyes. Respondent: Do you have evidence that my dog is the one who always defecates outside your house? Punong Barangay: What do you believe will be the resolution of this dispute for the two of you after hearing her statement? Complainant: All I want is for her to put her dog on a leash because it may accidentally bite other people, and aside from that, it is really disturbing. Respondent: I already said that the dog you saw is not mine! My dog is on a leash inside our home. And like what I said earlier, do you have a proof that it’s my dog? Punong Barangay: It looks like we will not reach a settlement here since there is no agreement between the parties. I advise that we will have a conciliation proceeding where it is also a hearing, but I am not the one who will help you anymore. At this hearing, our Lupong Tagapayapa will be the one who will sit and speak here in front of you and will help you to solve this dispute. You will have a hearing again within 15 days of this date. That’s all my advice. I now conclude this meeting. Lupon Chairperson: I am your Lupon Chairperson and we will again hear the statements of both parties. Let’s start with our complainant. Complainant: Like I previously stated, Every time I go outside, I always see a dog’s dirt where in fact we even have no dog. Lupon Chairperson: What can you say about her statement ma’am? Respondent: All I can say is that it’s not my dog because I know that my dog is always on a leash inside our home. Complainant: Okay, then here is the proof that it’s their dog who is always defecating outside our house. Lupong Chairperson: What can you say about this evidence? Ma’am is this your dog? Respondent: Yes ma’am, it’s our dog. Maybe it accidentally got away, but it is really always on a leash. Lupon Chairperson: We understand both of your sides. It is better to have an amicable settlement. Ma’am what is your suggestion to solve this dispute? Complainant: I just want them to put their dog on a leash because it is really disturbing. Lupon Chairperson: Ma’am, do you agree with her condition?
