REVIEWER FOR ARTICLE IV and V of the 1989 CONSTITUTION OF THE PHILIPPINES ARTICLE IV CITIZENSHIP The Article IV of the 1989 Philippine Constitution explains the principles defining Philippine citizenship. It indicates who is considered a citizen, the different kinds of citizens, and the process for acquiring or losing citizenship. Section 1. Categories of Citizens (1) Those who were citizens of the Philippines when the Constitution was adopted. (2) Those whose fathers or mothers are citizens of the Philippines. (3) Those born before January 17, 1973, of Filipino mothers, who choose Philippine citizenship upon reaching the age of majority. (4) Those who are naturalized in accordance with the law. Section 2. Natural-born Citizens  Those who are Philippine citizens by birth and do not need to do anything to acquire or perfect their citizenship.  Those who choose Philippine citizenship in line with paragraph (3) of Section 1 hereof shall be recognized natural-born citizens. Section 3. Loss or Reacquisition of Citizenship  Philippine citizenship may be lost or reacquired in the manner provided by the law. Section 4. Marriage to Foreigners  Citizens of the Philippines who marry aliens shall keep their citizenship unless they are legally regarded to have renounced it because of their act or omission. Section 5. Dual Allegiance  Dual allegiance of citizens is harmful to national interests and must be addressed by the law.
