Bournemouth Community Safety Delivery Plan 2015-2016 1 Bournemouth Community Safety Partnership Delivery plan 2015 – 2016 Bournemouth Community Safety Delivery Plan 2015-2016 2 All crime and disorder, whether it is low level or serious crime, impacts on our community and directly or indirectly damages our quality of life. This report sets out the Partnerships priorities for the coming year and a Delivery Plan to address these. The Bournemouth Community Safety Partnership (CSP) is a group of agencies working together to reduce crime, disorder and antisocial behaviour. The Responsible Authorities on the CSP are:  Bournemouth Borough Council  Dorset Police  Dorset Fire & Rescue  Dorset Clinical Commissioning Group  National Probation Service  Dorset, Devon & Cornwall Community Rehabilitation Company Other important partners, such as the Office of the Police & Crime Commissioner, voluntary sector representatives, Adult Safeguarding & Youth Offending leads are also represented. The terms of reference for the Partnership can be found here. The Partnership is legally obligated to publish an annual plan based on a Strategic Assessment of crime (and crime-related data) in Bournemouth. As a result, the approach and activities identified in this document are both information led and evidence based. The Strategic Assessment is a restricted document and this Delivery Plan is the public facing document. The Delivery Plan has been developed with the priorities of Poole and Dorset Community Safety Partnerships in mind and aligned where possible, in recognition of the fact that all three Community Safety Partnerships have agreed to develop more pan-Dorset working. This delivery plan draws together a number of areas of work, many of which have their own strategies and more detailed action plans in place, where possible there are hyperlinks to these documents provided. How did the partnership arrive at these priorities? In order to set the priorities the partnership completes a Strategic Assessment. This is a process that takes all that we know about crime and disorder and highlights the risks and impacts to our community. This year we have developed a pan-Dorset Strategic Assessment and have aligned our priorities to allow us to work more closely together with Poole and Dorset county. This approach enables us to Bournemouth Community Safety Delivery Plan 2015-2016 5  Undertaken publicity campaigns in respect of forced marriage, female genital mutilation and honour-based violence  Worked with the Safeguarding Adults Board to establish Domestic Homicide Reviews as necessary. Sexual Violence  Developed sexual violence training resources to be delivered to a wide range of agencies  Implemented a sexual violence publicity campaign  Begun the process to recommission the Independent Sexual Violence Advisor service alongside the Sexual Assault Referral Centre  Worked with Dorset Rape Crisis Support Centre to implement a Young Persons Independent Sexual Violence Advisor  Developed a comprehensive strategy to tackle child sexual exploitation and embedded Childrens Social Care staff within the Police CSE team.  Implemented Sex Workers Risk Assessment Conferences (SWRAC) to minimise the risk of harm to people involved in on-street prostitution and created a dedicated Case Worker post to oversee the implementation of the “People Involved in Prostitution” Stategy. Alcohol related night time economy violent crime  Continued to operate the Safe Bus and Taxi Marshall schemes to reduce the risk of harm within the town centre.  Refreshed the “Bournemouth By Night” Strategy, with further input from Feria, including work to develop more evening events and attract a different mix of people into the town centre  Completed works to Horseshoe Common and the surrounding area, to improve the street scene and environment. Bournemouth Community Safety Delivery Plan 2015-2016 6 Reducing reoffending  Through Operation Galaxy, work is underway to improve the quality of supported accommodation within the Boscombe area.  Supported the Integrated Offender Management programme between Dorset Police and the National Probation Trust.  Begun the refresh of the Reducing Reoffending Strategy Priorities for 2015/16 Violent crime  Public place violent crime  Alcohol-related violent crime  Domestic abuse-related violent crime  Serious sexual offences (particularly focussed on sexual offences against children, including child sexual exploitation) Anti-social behaviour  A focus on ‘personal’ ASB  Vulnerable victims; repeat victims, offenders and locations  Early intervention in helping families to cope with multiple problems  Support and intervention for rough sleepers, street drinkers & beggars Other Considerations  That all relevant partners contribute to the formulation and implementation of the new Pan Dorset Reducing Reoffending Strategy and associated performance monitoring framework.  A robust response to reported Hate Crimes and Incidents by all partners to be continued and encouraged.  That partners continue to prioritise preventing violent extremism and that a partnership approach is taken to the delivery of the proposed statutory duty as set out in the Counter Terrorism and Security Bill.  That the Community Safety Partnership will support and have regard to crime and disorder reduction in the priority regeneration Bournemouth Community Safety Delivery Plan 2015-2016 7 areas of Boscombe West & West Howe.  That the Community Safety Partnership will lead on the implementation of the People involved in Prostitution Strategy Priority One – Violent Crime Public Place & Alcohol-related Violence Strategic Aim: To reduce the number of victims and the number of people seriously harmed. What we will do in 2015/16  Continue to provide the Safe Bus & Taxi Marshall services within the night- time economy  Continue to use the data provided by the Royal Bournemouth Hospital to take positive actions against licensed premises or carry out community based interventions.  Maintain and develop the Best Bar None scheme and continue to seek Purple Flag accreditation for the NTE. Domestic Abuse Strategic Aim: To reduce the harm caused by domestic abuse, with an emphasis on prevention, including education and awareness raising, support for victims and their families and changing attitudes and behaviour of perpetrators What will we do in 2015/16:  Create a more streamlined service for high risk victims of domestic abuse, by bringing the IDVA service and Police Domestic Abuse Officers into a joint team.  Provide more timely assessment of the risk of harm to children living in domestic abuse relationships by ensuring all reports are channelled through a Multi-Agency Safeguarding Hub  Ensure all relevant staff receive training in domestic abuse, including referral pathways and the Multi-Agency Risk Assessment Conferences  Pilot the “Respect” perpetrator programme, through Children’s Social Care  Better co-ordinate the delivery of healthy relationship programmes in schools and with teenage parents  Investigate the need for additional services to young perpetrators and young people who show signs of potentially becoming perpetrators of DA Bournemouth Community Safety Delivery Plan 2015-2016 10  Deliver a programme of staff training to ensure all front-line staff are aware of the Prevent duty and the relevant referral mechanism. Localities Issues What will we do in 2015/16:  Continue to prioritise efforts within the Boscombe West and West Howe areas, through the dedicated Regeneration Partnerships for these areas. People involved in Prostitution What will we do in 2015/16:  Co-ordinate the Sex Work Risk Assessment Conferences for on-street sex workers, through a dedicated Case Management role and implement the strategy for “People involved in Prostitution” Bournemouth Community Safety Delivery Plan 2015-2016 11
