Empowerment Technology: A Definition Empowerment - the process of giving yourself, or other people, the capacity to achieve a specific end-goal. For instance, you want to learn how to cook. You start by studying the steps in cookbooks or watching Youtube tutorials. By doing it, you are empowering yourself with the needed knowledge, tools, and skills to be able to achieve your end-goal, which is to learn how to cook. Likewise, Empowerment Technology refers to computer technology that we us almost every day, which enables us to do tasks that in the past, require professional help. Consider the following examples. How does technology empower each individual? Other than the target outcome, what other results are achieved through the use of technology? > A fifteen-year old owner of a bakesho| p wanted to sell her cookies online. She used a free website creation tool, which is WiX and she was able to create her own website in just an hour. > The student council wanted to create a video for a fundraising project. Hiring videographers are expensive, so they find a video creation tool online. They tried Powtoon and was able to produce a video in a day. > A businessman running late for a meeting found the fastest route from his house to his office using Waze and was able to tell his estimated time of arrival to the people waiting for him at the office. Nowadays, there are applications that can be accessed and used for free. In the examples given, each individual is able to solve his or her problems with less cost, less time, and less effort. Empowerment through ICT In the graph above, the tools used for Obama’s campaign are social media platforms such as Facebook and Twitter. These were used to disseminate information and build Obama's image. Messages like “change”, “hope”, and “making a difference” were the topics in his campaign posts. As stated in the article, Obama's social media campaign is now considered “the legacy of one of the most effective Internet marketing plans in history, where social media and technology enabled the individual to activate and participate in a movement.” Empowerment is a strategy that aims to give individuals the tools and resources necessary to take initiative, as well as gather and analyze information or situations, thus making informed decisions to solve problems or improve services or performance. In the context of Information and Communications Technology (ICT), empowerment requires being information literate and technology literate. Here are the competencies for Information Literacy as enumerated by the Information Literacy Competency Standards for Higher Education. (2000); v Determines the nature and extent of information needed. v Accesses the needed information effectively and efficiently. v_ Uses information effectively to accomplish a specific purpose. v Understands many of the economic, legal, and social issues surrounding the use of information, and accesses and uses information ethically and legally. v Evaluates information and sources critically and incorporates selected information into his or her knowledge base and value system. Technology Literacy — the ability to use digital technology, communication tools, and/or networks to define an information need, access, manage, integrate and evaluate information or knowledge and be able to communicate this information to others.” ICT and Society Several studies conducted in different countries of the world have pointed out the importance of ICT for sustainable development.
