Articles of Confederation- There was no Executive branch, it could not tax. 16. State Constitutions- republicanism-gov. by the authority of the people. Balance of power, bill of rights. Suffrage limited. Slavery issue-northern states, emancipation laws. Vermont-slavery illegal. Penn-abolishes slavery. 17. Northwest Ordinances 1785, 1787- 5000 men to be a territory, 60,000 inhabitance, they have a gov. but can’t vote in laws. Slavery prohibited in northwest territory. Jay-Gardoqui Treaty-better access to the river. After 25 years they will consider lowering barter. 18. Shay’s Rebellion-mass. In debt raising taxes on small farmers. Shay organizes farmers, they start burning court house, to get ride of their records. 19. The Great Compromise-2 senators per state. 20. 3/5’s clause- every slave counted at 3/5th of a person. To allow the southern states to have the same person count as the northern states. 21. International Slave Trade-After 20 years there would be a ban of international slave trade. 22. Hamilton’s Economic Program-The Bank of the United States. Revote every 10 years to see if bank is needed. 31. Loose vs. Strict Interpretation-if it is not specified then it is not what the founding fathers wanted. 32. Whiskey Rebellion-tax on whiskey. G.W. wanted to establish authority, lead a group of men to en the rebellion. 33. French Revolution-washington tried to remain independent, jay’s treaty, mixed support. 34. Development of Political Parties- Hamilton-Federalists. Northern merchants, small business owners n the north. Loosely interoperated the constitution. Thomas Jefferson-Republican.
