TERM 1 Two Presidencies theory DEFINITION 1 Presidents have two roles- foreign and domestic policy, with more power in the foreign realm than in the domestic, so it is like he has two jobs as president. TERM 2 Foreign vs. Domestic Policy DEFINITION 2 Foreign policy requires: fast action, voters focus on the president in domestic crisis, there is a limited role for interest groups and congressional action in foreign policy. TERM 3 Presidential foreign policy powers DEFINITION 3 diplomatic relations, appointment of ambassadors, commander in chief of the military, negotiation of treaties w/ senate consent, and executive agreements TERM 4 Constitutional powers of foreign/domestic policy DEFINITION 4 Article 1, sec. 8- congress declares war, raise/support armies, makes laws for governement, and regulates land and naval forces.Article 1, sec 9- congress must pass a consequence of appropriations to provide funding for government activityArticle 2, sec. 2- President is commander in chief of army and navy TERM 5 U.S. v. Curtiss-Wright (1936) DEFINITION 5 Bolivia and Paraguay were at war and Roosevelt issued an embargo on the two countries. An arms dealer questioned his legitimacy to do that and the Supreme Court decided that "The President is the sole organ of the federal government in the field of international relations." TERM 6 Youngstown Sheet and Tube Co. v. Sawyer (1952) DEFINITION 6 Steel workers were striking during war, so President Truman ordered the national government to take over and work the steel plants. He took private property, violating labor statutes. Supreme Court decided that the President has a lot of discretion in foreign policy, but less in domestic policy, especially if Congress has expressed its will on that issue, then the President doesn't have jurisdiction. TERM 7 War Powers Act DEFINITION 7 Passed during the Vietnam War over Nixon's veto. President must notify Congress if troops are moved into hostile territory or if hostility is immiment. The troops can stay for only 60 days unless Congress passes a specific authorization. This was meant to stop endelss (Vietnam) and secret (Cambodia) wars. TERM 8 2-level games DEFINITION 8 1st level- President negotiates with foreign leaders on an international level2nd level- President has to win support of domestic stakeholders ( Congress, Senate, Voters, Taxpayers, etc.) TERM 9 Presidential role in Defense DEFINITION 9 President sets foreign policy in defense, usually gaining support from the domestic sector, but he also negotiates domestic policy TERM 10 Presidential role in Diplomatic Relations DEFINITION 10 This type of policy is more difficult to convince the domestic stakeholders to get on board with because it involves longer processes of building embassies, foreign aid, etc. It garners large up-front costs that may pay off down the line, but doesn't directly benefit congressional constitutents right away. TERM 21 Iron Triangles DEFINITION 21 mutually beneficial relationships between interest groups, bureaucracy, and congress. Exchange oversight, funds, and regulation through policy TERM 22 Party organization DEFINITION 22 National- national convention delegates for presidential election, write party platform. State- Local-members elected by voters in primary elections. Party members-registered voters. TERM 23 unified government DEFINITION 23 when one party controls both the Presidency and Congress. If not unified, it is split. TERM 24 Party in the electorate DEFINITION 24 voting population of people who identify with a specific political party. TERM 25 Texas Party Organization DEFINITION 25 Republican Party stronger than Democratic Party. State level parties collect money and donate to the national organization but the national doesn't spend money back in our state (mostly Democratic) because it is a majority Republican state. Smaller county and local party orgs meet in conventions, determine priorities, and attend state conventionas to discuss. State issues are presented at national conventions to influence the platform and national candidate selection. Officials at each level work to promote and influence at their level and bring that info to the next tier. TERM 26 Colonial Period- Party Org. DEFINITION 26 No mass based political parties. Nacent organizations consisting of friends who support you. Candidates nominated themselves for office and "parties" died out as soon as elections were over. TERM 27 Post Ratification cadres DEFINITION 27 politics was slightly more nationalized and allowed for party orgs on a national level, and state level parties were starting to form. Cadresare groups of elites working in Congress who agree or disagree with President. Elites at state level started picking people to run under their banner and mobilized people to vote locally.
