By virtue of the Chief, PNP's Letter Directive dated October 28, 1993, the Directorate for Human Resource and Doctrine Development (DHRDD) was formally activated on November1,1993.For all official international travel by PNP personnel, the Dir ectorate for Human Resource and Development's (DHRDD's) doctrine will ser ve as tthe official policy regarding all trainings, invitational activities for rese arch or study, study/observation tours, brief trainings or seminars, consultati ons, and doctrinal research. This entails managing human resources to optimize organizational performance through appropriate staffing and resourcing, training and development, and the creation of a cohesive and productive workforce. We in the PNP have a duty to respect, protect, and uphold citizens' rights in addition to upholding the law. By doing this, we are able to put into practice the letter and spirit of the statutes, laws, and international agreements that govern the defense of human rights on a national and international level. The rank classification will contribute to more performance output and productivity from the police for having high morale as they will be called again the way they were addressed before, in contrast to the present rank classification, which the public still find difficult to follow and understand It adopts a different structure for purposes of attaining a more efficient administration, supervision, and control as compared to the Armed Forces. Without the Directorate for Human Resource and Doctrine Development (DHRDD) companies would not be able to effectively recruit and retain employees, improve and enhance the organization, and they wouldn't be able to maintain a healthy, accepting workplace culture and environment.
