Semi-Vowels What is a Vowel?  When the Parts of mouth such as LIPS, TONGUE & TEETH do not meet with one another. They produce Vowel sounds.  (A, E, I, O, U) are all Vowels. What is a Consonant?  When the Parts of mouth such as LIPS, TONGUE & TEETH meet with one another are called Consonants.  B,C,D,F,G,H,J,K,L,M,N,P,Q,R,S,T,V,X,Z are Consonants.
