Non-Fossil Fuel Obligation: Renewable Obligation, Slides of Energy Efficiency

The Non-Fossil Fuel Obligation (NFFO) and its introduction at the time of privatisation as a levy on all energy generated from fossil fuels. The NFFO was used to subsidise non-fossil fuels and REC's were expected to purchase a minimum percentage of their electricity from such sources. The document also talks about NFFO-3, NFFO-4, and NFFO-5 and their implementation, subsidies, and delays. a table with the available and required energy for different technologies under NFFO-1.

Non-Fossil Fuel Obligation: Renewable Obligation EART 200: Energy Resources 2022 Academic Session Archiverr Resources Centre  NFFO-1 Introduced at time of privatisation, levy on all energy generated from fossil fuels.  Used to subsidise the non-fossil fuels.  REC's expected to purchase a minimum percentage of their electricity from such sources.  Original proposal seen as solely a subsidy for the nuclear industry as there was little renewable energy  Changed to a separate section for Renewables and Nuclear,  Renewables section was subdivided further by technology type. Non-Fossil Fuel Obligation: Introduction NFFO-1 TECHNOLOGY Requirement DNC (MW) Available (Nov: 2000) (MW) Energy Crops Gasification 19.056 Energy Crops Residues 103.805 46.5 Hydro 14.480 11.7 Landfill 82.071 82.1 Municipal and Industrial Waste 241.765 77.4 Wind - large 146.916 Wind - small 19.707 44.7 Total all schemes 627.800 262.5 Note: substantial shortfall again Non-Fossil Fuel Obligation: NFFO-3  Many schemes failed through planning permission etc.  DTI "size capped" schemes  Ensured a sensible spread between Technologies.  Clearance given from EU for NFFO-3 to extend beyond 1998, (to 30th November 2014,  NOTE: this excludes NFF0-1 and NFFO-2 projects.  Unlike NFFO -1 and NFFO-2, price paid for renewables was NOT a fixed price.  Different bids for each supplier within each technology band Lowest bids got subsidy  Declared intention of 627.800 MW but only 292.584MW by end of 2002. Non-Fossil Fuel Obligation: NFFO-3  NFFO orders 4 and 5 came into force in 1996 and 1998  given subsidy for 20 years to finish in 2016 ande 2018 respectively  bids significantly lower than for NFF0-3  Overlap with Renewables Obligation - some schemes still coming on line  Delays in inplementation even after subsidy available. • In 1995 declaration made by Government to have 1500MW of new renewable generation by 2000 • by December 31st 2003, figure was only 1058.37MW • a total of 97.92MW under NFFO 1 & 2 are no longer operational Non-Fossil Fuel Obligation: General Comments Non-Fossil Fuel Obligation: NFFO- 4 & 5
