Discussion: Presidential Agendas Rather than focus on the treatment of chronic disease, policies that influence population health tend to emphasize prevention and wellness; the reduction or elimination of waste and the eradication of health disparities based on race, ethnicity, language, income, gender, sexual orientation, disability and other factors. Regardless of political affiliation, every citizen has a stake in healthcare policy decisions. Hence, it is little wonder why healthcare items become such high-profile components of presidential agendas. It is also little wonder why they become such hotly debated agenda items. The realm of healthcare is no different. Some people feel that local, state, and federal policies and legislation can be either helped or hindered by interests other than the benefit to society. Consider for example that the number one job of a legislator is to be reelected. Cost can be measured in votes as well as dollars. Thus, it is important to consider the legislator’s perspective on either promoting or not promoting a certain initiative in the political landscape. To Prepare:  Review the Resources and reflect on efforts to repeal/replace the Affordable Care Act (ACA).  Consider who benefits the most when policy is developed and in the context of policy implementation. By Day 3 of Week 3 Post an explanation for how you think the cost-benefit analysis in terms of legislators being reelected affected efforts to repeal/replace the ACA. Then, explain how analyses of the votes views may affect decisions by legislative leaders in recommending or positioning national policies (e.g., Congress’ decisions impacting Medicare or Medicaid). Remember, the number one job of a legislator is to be re- elected. Please check your discussion grading rubric to ensure your responses meet the criteria. Particular individuals benefit most when a policy is developed and during policy implementation, like in the case of the Patient Protection and Affordable Care Act of 2020 (ACA). This health reform legislation was established by the Obama administration to increase access to care by reducing the number of uninsured residents in the US. Therefore, this legislation comprised various provisions aimed at achieving this objective, such as the individual mandate, health insurance reforms, affordable insurance exchanges, employer requirements, and premium credits to eligible individuals and families (Nadash et al., 2018). However, the Trump administration wanted to repeal ACA provisions, such as the individual mandate. The Trump administration’s efforts to repeal and replace the ACA were undermined by the lack of enough legislators (Nadash et al., 2018). After conducting a cost-benefit analysis, several legislators withdrew their support. They realized that the proposals to repeal and replace ACA would hurt the common American voter. Thus, this will cost them by hindering the voters from re-electing them. One of the efforts made to repeal and replace the ACA includes the American Health Care Act (AHCA). This Act proposed a tax credit based on income and not age. House Republicans introduced a bill in March 2017. This proposed legislation would make about 24 million Americans lose health insurance coverage. The bill aimed to eliminate the individual mandate and the lOMoARcPSD|3013804 employer mandate, reduce Medicaid spending and eligibility, remove tax credits for healthcare costs, and modify rules regarding pre-existing conditions (Nadash et al., 2018).
