Candidates are not permitted to bring any books, notes or any other materials into the examination. 1. „The „penal system‟ is often used as a convenient shorthand term to describe the collection of different measures which may be employed by the State as a response to criminal law-breaking. Broadly speaking such measures fall into three main categories: (a) penal; (b) corrective (sometimes termed as „treatment‟); and (c) preventive. But sometimes a particular measure may fall under more than one of these categories.‟ Explain and discuss this statement, drawing upon examples of such measures. 2. Robert Peel believed that the key to effective policing is that "the police are the people and the people are the police". Discuss this statement in relation to the current policing provision in England and Wales. 3. “People don‟t commit crime randomly; they make active choices to offend based upon a range of decision making processes.” Critically evaluate this statement with specific reference to either Rational Choice Theory or Morality.
