Under the management of the Chicago Department of Transportation, the airport has been the focus of the Delta installation project that will be finished in 2028 according to Chicago O'Hare International Airport Official Website (2019). As for the city of Chicago, it has undertaken bond issuance to fund the project, for which the payment by the airlines is based on the usage fees. In the airport, the airline industry is well represented, including big players such as United Airlines B.C. -News, American Airlines, and Delta Air Lines. Number convex passenger Building consists of four numbers, each with 213 gates. O'Hare is a hub for more than 45 major passenger airline carriers, with United being in the dominant position among them (Chicago O'Hare International Airport (ORD) | Official Website, 2019). The airport meets direct flights to 59 international destinations of 39 countries. The terminal area of O'Hare International Airport is divided into two sides, each side having two parallel runways. The number of gates at the airport totals 213, which includes four terminals. A covered walkway terminates airside Terminals 1-3, and a shuttle bus is airside connecting Terminals 5 and 3-1 (Pearson, 2023). The airport workers have been directly impacted by the coronavirus pandemic, with a passenger traffic loss of 63.5% - from 30.9 million in 2020 to 9.5 million in 2019. International O'Hare Airport, the world's fourth- busiest for passenger traffic, handled almost 54 million travelers who arrived and departed in 2021, according to Statista 2023. Aviation business groups do have an enormous effect on the running of the aviation industry, for example, upon the management of O'Hare International Airport. These entities lay the groundwork in the sphere of 3 aviation policy by lobbying for the enactment of measures that would support the growth of the aviation industry, including the construction of infrastructure, air safety, and environmental protection (MarketResearch.com, 2021). They, however, are also proponents of the values of different stakeholders, such as employers and the workforce, airports and airlines, and passengers. The primary function of fixed-based operators (FBOs) is to serve the general-use airplanes, performing tasks such as refueling, maintenance, and assistance to the airplane crew. With these operators, private aviation works smoothly. Their services are crucial, such that the plane owners and operators can maintain their aircraft standards and continue with their various businesses (Hakim, 2023). These days, the FBOs are often situated in the vicinity of massive airports such as the O'Hare, among many others, from a global view, not just local aircraft operations and maintenance but transient aircraft as well. When looking through the search outputs, the specific role of the FBOs in the O'Hare sphere and the factors causing general aviation to have their impact on the O'Hare community have yet to be elucidated. In addition, it is speculated that O'Hare 21 cannot avoid a negative effect
