HISTORY June 22, 1973- established through Presidential Decree No. 223 signed by Pres. Ferdinand Marcos June 17, 1950- Existed previously as the Office of the Board of Examiners January 4, 1974- started operations with Arch. Eric C. Nubla (commissioner) Dec. 9, 1974- P.D 223 (standardizing the professional regulation in 33 professions) Functions and Roles Quasi-Judicial - investigation of unlawful, inappropriate and destructive behavior of examinees and professionals. - decision is same as Regional Trial Court Quasi- Legislative - formulation of rules and policies Executive - implementation, administration and enforcement of regulatory policies of the national government with the maintenance of professional and occupational standards and ethics, and the enforcement of the rules and regulations. Composition of the MT Board of Examiners As said in RA 5527; 1. Chairman- Pathologist (Philippine Society of Pathologist) 2. Members- 2 registered Medical Technologists (PAMET) Term: 3 years Notes: No member shall be allowed more than 1 reappointment. Chairman and members must be appointed by the President of the Republic of the Philippines Functions of the MT Board of Examiners Administer the provisions of this Act Administer oaths in connection with the administration of this Act Issue, suspend and revoke certificates of registration for the practice of medical technology Look into conditions affecting the practice of medical technology in the Philippines and whenever necessary, adopt the measures as may be deemed proper for the maintenance of good ethics and standards in the practice of MT Investigate such violations of the rules and regulations Draft rules and regulations Any member of the Board can be removed by the President Neglect of duty Incompetency Malpractice or unprofessionalism Unethical, immoral or dishonorable conduct PRESIDENTIAL DECREE NO. 657 Amended Section 3 of Paragraph (j) of Section 5 of PD 223 on the creation of the PRC and which prescribes its powers and functions. Inhibition Against the Practice of Medical Technology.- No person shall practice or offer to practice medical technology as defined in this Act without having previously obtained a valid certificate of registration from the Board provided that registration shall not be required of the following: a. Duly registered physicians. b. Medical technologist from other countries called in for consultation or as visiting or exchange professors to colleges or universities: Provided, they are only practicing the said function. c.
