Scope of the study The study will mainly focus the operations of operation wealth creation and the legal framework under which it operates. The study will be explanatory in nature . The study will geographically cover districts of Ugandan region districts like Mukono, Kampala, Mpigi, Mityana, Buikwe, Kayunga, Masaka, Luwero and others because these districts have the most favorable conditions for agriculture. The study will take a period or duration of eight months. The study will also use information and data of 7 years from 2014 when the programme started to 2020. Justification of the study This study will be of great importance there should be conducted or taken up because of the following reasons; The study if successfully carried out, the research through its findings will contribute towards improving the design and implementation of similar programmed of the government. The findings of the study will also reveal the impact of the Operation Wealth Creation (OWC) in Uganda .the information the study expected be collected will help communicate and share with stake holders the impact of OWC to communities which is important in assessing there duties. The other justification bases on the fact that the researcher has not come across any study or research that has been carried out on the some programme specifically focusing on the entire Buganda region. Thus this research will help to provide answers to the key questions for evidence - based policy making. This is because impact evaluation assessment studies have in the recent years influenced and received much attention in policy making. Significance of the study The study will be of great significance to certain groups of people. The research hopes that the study will provide important basic information to the following individuals as beneficiaries. a) The ministry of Agriculture as the main body that looks after the agriculture in Uganda and Operation Wealth Creation. b) The finding and recommendations will also be useful to planners and decision makers in different institutions dealing with this OWC programme for example the ministry of finance, planning and economic development, NAADS, Non-government organizations, the parliament etc c) The academia and students who may opt to use the findings of the research as there reference in there academic works since the study is expected to enrich the current literature on the impact of Operation Wealth Creation. Government laws Management guidelines and regulations The conceptual framework above explains the relationship between the independent variable and the dependent variable. The frame work also shows the other intervening factors that can also impact or influence the dependent. The duty or role of the Operation wealth Creation is the independent variable and this includes encouraging agricultural mechanization, supplying planting and breeding materials, advisory services and training people and communities on better practices in the agricultural sector. The services provided through the programme of OWC determines the growth and development of the agricultural sector. Thus the development of the agriculture depends on the services delivered by the operation wealth creation. The growth and development is realized though increase in the productivity, expansion of areas of operation ie farms, improved quality of agricultural products and increased profits. From the above frame work the dependent is not only impacted by the services of the independent but there are other factors that intervene such as , government policies and laws, economic policies also are key determinants of the success of dependent. Methodology Research design. The research design will be descriptive in nature cross sectional survey design Research Methods the researcher will use a mixed approach method were different method will be combined and used that borrow from both the quantitative and qualitative methods compared to using a one single method. The data for the study will mainly be gathered though the flowing methods; Observation; This involves viewing and watching people and what they do for the purpose of collecting data. This process may be overt or disclosed to that particular community where the study is to take place. Interview method; the researcher will also use an oral questionnaire to collect data through direct verbal interactions with the people who have participated in the programmes of operation wealth creation. Thus the researcher will carry out the above verbal interactions with such individuals. The researcher will also visit and review different written material for example reports and other publications and these will help inform and validate some facts of the study. The research was a descriptive cross sectional survey design where data was collected from a cross the population at one point in time. This design is cheap, less time consuming and easy data collection and analysis (Amin 2005). Both qualitative and quantitative data collected were used during the data collection.
