The first step when writing a concept paper is to identify the problem and include the analysis, critique and summary and the last step is proofreading and editing and it should be 5-7 pages. The primary audience for a concept paper are the funding agencies and include the clear statement of expected outcomes and objectives. To express political beliefs and proposals are the role of manifesto and we used emotional and persuasive language and structured by the strength of the arguments. A manifesto is more ideological while policy paper is more practical.
