' 3To the Governor of the Commonwealth, The County Commissioners of Essex County, The Mayor of Salem, The Mayor of Beverly, The Mayor of Peabody, The Chairman of the Board of Selectmen of the Town of Danvers, Gentlemen: The South Essex Sewerage Board, created by and or­ ganized under Chapter 339 of the Acts of the year 1925, herewith submits its fourth report covering the year 1929. There have been no changes in the statutory character or in the personnel of the Board during the year with the exception of Mr. Roger W. Macdonald who replaced Mr. P. H. Mosher as City Engineer of Peabody in March, 1929. Legislation was secured by the Board during the year, postponing the date of making assessments for construction and maintenance costs. ENGINEERING ORGANIZATION Mr. Frederick D. Smith has continued to act as Consult­ ing Engineer. Mr. Bayard F. Snow has continued as Resident En­ gineer. W. Clark has continued his work on analysis of the industrial wastes from the tanning and associated in­ dustries and supervision of the design and installation of treatment plants to eliminate caustic lime which has caused 3 4 so much trouble and expense in the past. The experimental plant which was installed at the Denston Felt & Hair Com­ pany in Peabody has been continued in operation, and simi­ lar plants for the carbonation of the lime are being installed or are under consideration in the different tanneries and factories which contribute the greater part of the caustic lime. During the first part of the year, two operators were continued at the Beverly Pumping Station, but in October one was transferred to the new Danvers Pumping Station, since which time the stations have been continued in op­ eration with one attendant at each. Mr. William Bruun has continued in charge of the op­ erating and labor forces. The District’s engineering force has been engaged in the continued planning and construction of the sewerage system, drawing and letting of additional contracts, inspec­ tion of work, operation of pumping stations, measurement of sewage flows, ascertainment and allocation of costs of construction and maintenance, study of conditions in the North River caused by the discharge therein of sewage and trade wastes, making of record drawings, and in carrying out other work required by the Act in the construction and administration of the sewerage system. Most of the en­ gineering has been done from the main office at Salem Wil­ lows, but the field shelters have been useful on the different contracts for the inspectors and field engineers. GENERAL PLANS The entire system contemplated under the Act creating the District is now practically complete, except for changes in equipment and pumping facilities at the Salem Pumping Station, and is substantially in accordance with the plans re­ ported and recommended by the department of public health. In order more completely to remove possible sources of pol­ lution from the Ipswich River watershed, and to take care of recent and proposed additions to the State and County Institutions, the connection to the trunk sewer were made more complete than was first planned. Sewage from these Institutions was opened into the trunk sewer on November first and has, since th a t date, been discharged at the outlet in Salem Harbor, passing through the Danvers and Beverly pumping stations and trunk sewers on the way. 5 SEWAGE FLOW A few of the difficulties attendant on sewage flow meas­ urements have been mentioned in previous reports. The efforts to determine these flows accurately have been con­ tinued and to this end recording weirs and other measuring devices have been installed at several points. The new Venturi Meters at the Peabody line and the Salem pumping station have been cleaned as required, the hard incrustations being removed by scrapers so as to leave the tubes clean and the throat true. For permanent records of the total flow from State and County Institutions, a flume of para­ bolic cross-section was built in an underground chamber at Nichols Street, where the institutions trunk sewer connects with that of Danvers. A recording flow meter is to be in­ stalled at this point. Special chambers were built on the lines to the institutions permitting the installation of weirs or other recording devices for determining the flow from each connection. CONSTRUCTION WORK The contracts in force on January 1, 1929 and awarded during the year are as follows: Contract No. 12, for furnishing and installing pumping units and appurtenances at the Beverly Pumping Station, and awarded to Starkweather and Broadhurst, Inc., of Bos­ ton, Mass., was completed in September, 1928 sufficiently to permit continuous operation of the station since that time, but owing to certain technical failures has not yet been ac­ cepted. Contract No. 13, for the construction of Section 5 of the trunk sewer from the westerly side of the Porter River through Danvers to the corner of purchase and Laurel Streets was awarded in December, 1927 to the V. Barletta Company of Roslindale, Mass., and was substantially com­ pleted during the following year. Some of the minor items of construction and clearing up were deferred until the early part of 1929. Contract No. 16, for the construction of Section 4 of the trunk sewer through Danvers from the corner of Pur­ chase and Laurel Streets to Venice Street and Roosevelt Avenue in Beaver Park was awarded in March, 1928 to A.
