This $1.4 trillion proposal is a packet consisting of 12 separate bills that they are offering to Democrats as a negotiation. The funds are divided amongst defense ($700 billion), Homeland Security ($70 billion), Food and Drug Administration ($3.2 billion) and a border wall ($2 billion). $1.5 billion of the total being diverted to the border wall was originally meant for the National Guard and Reserves unit. In order to keep the government running, it is necessary to reach an agreement on the budget. 2 Running head: PROPOSED BUDGETARY CHANGE Both parties continue to clash as they disagree with issues such as state and local aid as well as liability protection for businesses (Hansen, 2020). It is noted that foreign aid and education programs would get noticeably smaller increases compared to the NASA, health research, and veterans’ programs (Taylor, 2020). The issue at hand is reaching a consensus on where the funding should go. The government shutdown is scheduled for December 11th, five days from now and the current funding expires December 12th. This brings a lot of pressure to Congress and conflicts arise as a compromise needs to be made. The Democratics criticized this packet for the lack of a COVID- 19 relief as Republicans respond that their intent is to include it in a separate legislation. This greatly impacts small businesses who try to stay open while attempting to enforce social guidelines as an effort to slow the spread of the Coronavirus. The state of California has enforced their most strict regulations as they enforce a new stay-at-home order for three weeks (Cowan, Healy, & Fuller, 2020). New rules include a limited capacity inside stores and having restaurants go back to takeout or delivery only. Many other states should follow in their footsteps to stop the spread as cases continue to increase. Today, December 6th, an article from USA Today was released discussing a relief bill offering an extra $300 along with the weekly unemployment benefits instead of the preferred $1,200 stimulus check (Yen, 2020).This has become a hot issue recently because Democrats pushed for an increase in stimulus checks even after the third round, however, it seems that the check will not be passed.Republicans declared that this was the best plan of action and stated that they would leave the issue for the next President, Joe Biden, to deal with.
