Absolute power – a ruler with complete authority or power over the government and lives of the people he or she governs. Let’s Set The Stage… The Byzantine Empire reached its peak under the Emperor Justinian, who ruled from 527 to 565. Justinian’s goal was to reconquer Rome and restore its glory under their rule. Byzantine armies were able to take back North Africa, Italy and the Iberian Peninsula (land now Portugal and Spain). Justinian and Theodora developed a centralized government where all power and decision-making was concentrated in one unit instead of having power in the hands of many different people in different locations.
