XWT1: Training Plan Training Plan STATEMENT OF PROBLEM AND PURPOSE Alliah Construction unfortunately has experienced a hand full of serious accidents lately. In addition to that, The OSHA inspector has suggested the need for an updated training plan for Roofing Supervisors. The purpose of the training program is to provide a better understanding for Roofing Supervisors regarding safety violations and practices that can cause injuries and accidents on job sites. This new training plan will assure that Alliah Construction has effectively trained and completed the onboarding process to the best of our ability. TRAINING PROGRAM OBJECTIVES This training program has multiple important objectives. However, the main key objectives are to educate and properly onboard Roofing Supervisors on the areas of specialty in their perspective job. Most importantly, the program will educate them on the importance of proper use of equipment and safety equipment, as well as safety practices on job sites to eliminate violations and fines from OSHA. SKILLS GAPS The Osha inspector discovered skill gaps when the inspection was completed. These skills gaps are requirements for each Roofing Supervisor and their employees. The 4 skill gaps are listed below. 1. Fall protection equipment that is necessary for roof installations, such as a safety harness and ropes- were not present and were not being used by employees. 2. Protective Equipment (PPE), such as protective headgear, was not being used by employees. 3. Protective equipment for hearing was missing. This is an issue due to the use of power tools and generators that can potentially damage hearing. 4. Every job site is required to have a complete and readily available first aid kit. However, the first aid kit present had some items completely missing and other items were past their expiration date. LEARNING OBJECTIVES 1. Once the Roofing supervisors have completed the new training program- they will adhere to the guidelines of using fall protection equipment effectively. Also, they will maintain the proper training and demonstrating of the fall protection equipment with their employees. 2. Once the Roofing supervisors have completed the new training program- they will train employees and be able to demonstrate proper use of Personal Protective Equipment effectively. 3. Once the Roofing supervisors have completed the new training program- they will be readily able to identify when essential protective equipment for hearing is not being used or is missing from the job site. Also, they will be readily able to train employees on this topic so that the risks and hazards are fully understood by all. 4. Once the Roofing supervisors have completed the new training program- they will be readily able to identify when first aid kit components are missing. Also, they will be able to train employees so that they fully understand the essential need for a complete and up-to-date first aid kit. BEHAVIOR CHANGES AS A RESULT OF TRAINING 1. Roofing Supervisors will adhere to the use of fall protection equipment amongst employees. Also, they will ensure that all new employees are fully trained and informed to understand the essential need for using the fall protection equipment. The most important function of all is to have employees comply to prevent injury. 2. Roofing Supervisors will adhere to the use of proper Personal Protective Equipment. Also, they will ensure that all employees and any other visitors to the job site will also adhere to the use of proper PPE. 3. Roofing Supervisors will ensure that Protective equipment for operating power tools and generators are always readily available and used by all employees to maintain hearing safety. Also, employees will be trained and encouraged to report when this safety equipment is missing or broken to avoid potential hazards or injury. 4. Roofing Supervisors will maintain inventory within First Aid Kits on job sites. Also, they will replenish and replace components of first aid kits as needed. PROGRAM DESIGN The training program will be put together both internally and externally. The internal sector will be completed by the Director of Training and Development. This portion will be designed and implemented specifically for the construction and roofing industry. Also, it will be engineered towards the Roofing supervisors specifically. Additionally, the Training Director will team together with external firms such as OSHA to see that the program is fit for its purpose and meeting all guidelines in place. Lastly, the director of training is going to team with an external Plot Test Process  The Pilot testing process for the safety training will take place one month before the rollout of the new training program. The Pilot test is essentially the rough draft of the program, allowing the company to test the effectiveness of the new program. The scope of the Pilot test process is to identify faults in the training program, make any needed corrections to faults within the program, and lastly to have a "final draft" of the training program after the pilot testing. This process will be 5 workdays total from start to finish. The faults will be identified during the pilot test and adjustments will be made during that time as well. The Pilot test will be a group of hand-picked roofing supervisors, roofing employees, and a couple of employees from the HR department who will later be conducting the finished training themselves. The training overall will mostly be those who have been with the company a long time. The Roofing supervisors and roofers will also be those with the best track records for safety on their job sites. During the study, employees will go through the new training program from start to finish. During the study, surveys will be taken each day from the participants. This survey will allow them to explain and verbalize their feedback as well as provide suggestions on how to improve things where it is lacking. An Example of a survey question would be, “Which sections did you feel were lacking? In what way were they lacking?” The responses to each question will answer the questions but also provide suggestions from them on how to improve on each area. The pilot testing will be completed a month before the start of the training program. At the close of the Pilot testing, the new training program will be adjusted and finalized. INTERNAL COMMUNICATION STRATEGY Communication and the importance of safety training would be discussed regularly with roofing supervisors. Firstly, the need for it would be pushed as a crucial aspect in their job description to be successful at their job. Also, it would be backed up with statistical evidence to prove the point and motivate them to achieve these goals. The training program will be mandated for all incoming roofing supervisors going forward. The need for further training will be based on each need and yearly evaluation results. TRAINING EVALUATION 13. Learning Objectives Evaluation Response Once the Roofing supervisors have completed the new training program- they will adhere to the guidelines of using fall protection equipment effectively. Also, they will maintain the proper training and demonstrating of the fall protection equipment with their employees. Objective 1 will be evaluated using the Kirkpatrick level 3 method. Once the roofing supervisors have completed the training program, they and their employees will be observed on the job using cameras. The learning objective will be considered met and the training considered effective if employees are observed properly using Fall Protection Equipment on camera. Once the Roofing supervisors have completed the new training program- they will train employees and be able to demonstrate proper use of Personal Protective Equipment effectively. Objective 2 will be evaluated using Kirkpatrick’s level 3 method. Once the roofing supervisors have completed the training program, they and their employees will be observed on the job using cameras. The learning objective will be considered met and the training considered effective if employees are observed properly using Personal Protective Equipment on camera. Once the Roofing supervisors have completed the new training program- they will be readily able to identify when essential protective equipment for hearing is not being used or is missing from the job site. Also, they will be readily able to train employees on this topic so that the risks and hazards are fully understood by all. Once the Roofing supervisors have completed the new training program- they will be readily able to identify when first aid kit components are missing. Also, they will be able to train employees so that they fully understand the essential need for a complete and up-to-date first aid kit. Objective 3 will be evaluated using Kirkpatrick’s level 2 method. The roofing Supervisor will be required to take a knowledge test once back on the job to gauge their knowledge on protective equipment for hearing and the risks associated with not wearing this equipment. Also, they will be tested on identifying when said equipment is missing. Objective 4 will be evaluated using Kirkpatrick's level 3 method. The roofing supervisors will be required to take a knowledge test once back on the job to gauge their knowledge on First aid Kits and their components. Also, they will be quizzed on when components are missing from first aid kits and the risk associated with each missing item. 14. Training Transfer has been proven at Alliah Construction as a direct result of the new training program among roofing supervisors. The first solid proof of training transfer is that since the initiation of the new program- There were no Osha violations at the most recent inspection. The last inspection was before the new training program, and the most recent was after it had begun. This displays evidence that the roofing supervisors have learned new behaviors and are instilling them in their job sites to remain in compliance. Also, before the new training program, there were violations of insufficient PPE and PPE use on job sites. Since the completion of the training program, this has no longer been an issue. Observations were made by use of monitoring job with cameras. It has been observed that proper PPE is present and is always being used. Also, it has been observed that supervisors are instructing and training their employees effectively regarding PPE.
