Porpora and Milligan are trying to get two new bills passed to increase the penalty for assaulting a referee. The current punishment is afirst-degreemisdemeanor; they would like the punishment to be the same for when a teacher, coach, or administrator are assaulted. The article cites the Ohio High School Athletic Association (OHSAA) as stating that 75% of referees quit due to abuse and that 80% of referees don’t return after their second year. The intent of the bills will hopefully curb some the behavior and change the culture on how referees are treated (Mills, 2019) The source comes from the Akron Beacon Journal. This source is a daily paper for the community of Akron, Ohio, and has been in circulation since 1839. This paper has a circulation of 60,000 and has won four Pulitzer Prizes. The author, the information, and paper itself give me UNIT 6 ANNOTATED BIBLIOGRAPHY ASSIGNMENT 5 The article highlights that the referee shortage isn’t alocal or state issue. The problem persists all over the country. The graph below shows the rapid decline in number of registered officials from 2008-09 until the end of 2017-18. The full article gives various examples of the same sort of decline from states such as Florida, Kentucky, Illinois, and Virginia (2019). Although this particular source is not from a .org, .gov or .edu website the information contained in the graph and the data comes from The Michigan High School Athletic Association (MHSAA). The MHSAA is a member of the National Federation of State High School Associations (NFHS). The NFHS’s website is a .org and represent over 18,500 high schools across the country This data reflects the trend that high schools everywhere have a shortage and that it doesn’t seem to be flattening out.
