Government agencies, such as various criminal justice organizations, define terrorism according to their response models, including upholding human rights and the rule of law (Greene, 2017). Both public and private entities are among the parties participating in preventing terrorism. For this reason, their definition of domestic and global terrorism considers certain contexts that allow the agencies to respond to the issue both domestically and globally. Why Do Many Variations of Domestic and Global Terrorism Definition Exist? Several reasons can be linked with the many variations exhibited in defining worldwide and global terrorism. First, domestic and universal terrorism presents complex aspects that make it difficult to specify acts of terrorism. For example, terrorism happens for different reasons and motives, making it a wide aspect to define, including the targets and geographic concentration (Klux & Vaux, 2016). Additionally, international and domestic terrorism definitions exist due to intertwined overlaps in various categories that make it hard to present a specific definition of domestic and global terrorism. In this sense, establishing one definition of universal and domestic terrorism faces notable complexities, including overlaps and difference in contexts. Is A Universal Definition of Terrorism Possible? Understanding terrorism is important because it helps establish models that make it easier to comprehend various plots and magnitude of attacks and respond to them appropriately. However, the lack of a universal definition creates certain challenges in setting up the relevant definition. According to Klux and Vaux (2016), the shifting concentrations of terrorism are a core factor that contributes to the difficulty of limiting terrorism to one specific context. Furthermore, explaining terrorism based on a subject matter make it impossible to attain a specific definition. The benefits of having a universal definition include establishing similar and effective response and comprehension models for domestic and global terrorism. However, the disadvantage of a universal definition involves limiting the context and subject matter of reacting and responding to terrorism. Why Agencies Changed the Definition of Terrorism after the 9/11 Events? The 9/11 events in the United States largely affected the domestic definition of terrorism among various agencies due to certain reasons. First, the increased requirement for setting up effective models necessary for responding to terrorism contributed to a definition change. Additionally, the presentation of a multi-agency effort to counter domestic terrorism in the US led to a definition change to align with the advanced comprehension and response models.
