WHO WILL NOT BE INCLUDE IN CATEGORY OF CITIZEN. 1. SLAVES: they do not have reason and they do not participate in the affairs of the state. 2. CHILDREN: they lack maturity 3. WOMEN: they are so much involved in family so, they don’t have time to participate in affairs of state. 4. OLD PEOPLE: their physical conditions remain uncertain. 5. FOREIGNERS: they don’t have love for the nation. WHY EXCLUDED ABOVE GROUP OF PEOPLE Because according to Aristotle citizenship is duty towards state i.e. participation in legislative and judicial affairs of the state and these people cant do it due to above reason. “ he who has the power to take part in deliberative or judicial administration of any state is said by us to be a citizen of that state” Aristotle politics CITIZENSHIP MEANS POWERS . Power to take part in deliberative functions . Power to take part in judicial administration . Active participation in the affairs and offices of the state .Aristotelian concept refers only to the qualitative aspect of citizenship POVERTY not suited to citizenship Mechanics , labors are not citizen because i. They get command ii. They are not free from concerns ( freedom from concerns are necessary for proper performance of political duties) iii. They earn their livelihood with the sweat of their brow so, not fit for citizenship iv. They are much busy in their worry for learning v. They could spear no time for political activities. In this way Aristotle plead citizenship only for the propertied class. Property: essential for 1. leisure 2. moral development EQUALITY OF CITIZENSHIP Aristotle advocate equality of citizenship. • He believes the basic qualification of a citizen is that he is able to rule and be ruled over by others by tern. • This means equal and active participation and an equal and high level competence from all of them
