NEW RULES FOR THE HOMELESS Connections, the home of a new programme for homeless people in Seattle, USA, looks like a luxury hotel. With clean showers and toilets, computers, great meals and accommodation, it’s a dream for the homeless. But in order to enjoy this one-of-a-kind institution, people must promise to look for a job and stay off the streets. If they refuse, they cannot enter Connections. Connections represents a new approach to fighting the problem of homelessness. In the past, numerous agencies dealt with the homeless on a short-term basis, without any real responsibility regarding the future. They offered a place for the night, but the “customers” disappeared in the morning. Now, however, the approach has changed. In a 10-year plan to end homelessness, agencies must now help with jobs and housing, or else they will receive no government funding. The plan is really quite simple: taking the homeless away from shelters and offering them jobs along with permanent housing. While the vast majority supports the plan, there are activists who worry about the drastic changes. Many homeless people are reluctant to look for a job, and therefore get no help at all. “We do need to put more resources into long-term services,” says activist Rachel Myers, “but in the meantime, people have basic needs for hygiene, emergency shelters, a place to hang out.” And so, as millions are being spent on new housing programmes, some people are trying to help those who are left behind. These advocates are trying, for example, to help the homeless by opening more public toilets across Seattle. They criticise Connections, saying that since Connections opened it has only helped people who are homeless due to unemployment and has completely ignored the chronic homeless. “What a lot of people felt was promised hasn’t been delivered,” argues Ronni Gilboa, another activist.
