The government should face citizen insecurity as a national challenge. Insecurity affects both citizens and entrepreneurs, due to which the confidence to invest and create new companies within the country is lost. Daily we see in the news that insecurity continues to grow in Ica, in Lima, both in public spaces and in the streets; As well as in urban marginal neighborhoods, for example, fights or lynchings of alleged criminals are more and more frequent. This is also reflected in the very homes where there is family and gender violence, the members of the family are not safe, and in some cases they have even died after a family quarrel or a disagreement of ideas, thus being victims of his own family. People live extremely worried, at any moment they can be the victim of a robbery or assault; when moving out of home or work. Approximately more than 50% are robberies on the go, where your purse, wallet or cell phone is stolen, robbery with violence, where a weapon is frequently used, theft from the home or even the premises. The street continues to be the main criminal place, especially in bus stops and public transport vehicles. Many people have been seriously injured after a robbery. Electronic scams have also increased, where unscrupulous people send text messages, requesting personal data and most of the affected people have been older people, they lost their life savings affecting their family finances.
