UNEMPLOYMENT Governments across Europe dream of finding a solution to rising unemployment. Valter Piscedda, the mayor of Elman, a small town near Cagliari, thinks he has found a solution: pay residents to leave. The council will pay for ten unemployed locals to take intensive English lessons, leave and look for jobs in other parts in Europe. He saw young people who are desperate about their search for work. They want to go and gain work experience abroad, and he wants to help them. Unemployment is a big problem in Sardinia, in Southern and Central Italy too. More than 54% of people under 25 are unemployed. The conditions of “Adesso Parto” program: -Elmas’s council will give 12.000€ on a first-come, first-served to applicants aged between 18 and 50. -they have to be out of work and have lived in the town for three years. -they do not have to be university educated and their annual income must be no more than 15.000€. It’s a last-chance saloon, a program for those with no other resource. Already in 2014 the council launched a scheme for businesses, they were given financial incentives to hire young workers from Elmas. The program had controversial reactrions: -Positive (the opportunity to go abroad to learn about the workplace and experience other cultures can be very worthwhile) -negative (some people criticized the program, it looks like a State’s admission of defeat. The institutions are raising the white flag). Piscedda defends his program because he deals with people’s problem that asking for help. The work he can create as mayor is temporary, like the cleaning of the town, streets and squares. He wants to go beyond that.
