LA POPOLAZIONE E’ il destinatario della comunicazione del rischio, pertanto è il target che deve esser conosciuto: le potenziali vittime di un evento non sono solo i residenti ma tutte le persone che insistono nell’area di competenza: turisti, utenti di centri commerciali, ecc. la cui presenza deve essere monitorata la popolazione è costituita da soggetti e gruppi diversi, è necessario monitorare la presenza di eventuali soggetti deboli (casa di riposo, centro accoglienza, …) la comunicazione deve raggiungere tutti con eguale efficacia. IL CONTENUTO DEL MESSAGGIO Il messaggio è decodificato in funzione delle conoscenze pregresse e delle caratteristiche culturali proprie degli attori interessati al processo comunicativo. Pertanto, l’efficacia del messaggio è anche risultato delle azioni informative e formative promosse “nella normalità”. ORGANIZZAZIONE E RISORSE •L’emergenza Il Sindaco è il “primo comunicatore”. E’ consigliabile, tuttavia, l’Identificazione di un portavoce/addetto stampa che partecipi al gruppo di gestione crisi e mantiene i collegamenti con i media e gli “sportelli comunicativi” del Comune. Organizzazione a livello comunale di un Centro Media, coordinato dal “portavoce”, in cui viene dispensata l’informazione ai media. Si tratta, semplicemente, di un luogo segnalato e identificabile in cui i media trovano le informazioni e collaborazione (cfr. DGR 12200, 21/2/03) In relazione alla estensione della crisi e alle risorse locali, queste funzioni possono essere allocate anche a livello sovracomunale. Quale è il suo nome e il suo ruolo? (al portavoce) Cosa è successo? Quando è successo? Dove è successo? Cosa state facendo? Chi è coinvolto? Quali sono le cause? Cosa contate di fare rispetto alle cause? Qualcuno è ferito o morto? Chi sono? Quali sono stati i danni? Quali sono le conseguenze su (…ambiente, popolazione, ….) Quali sono le misure di sicurezza da adottare adesso? Chi è il colpevole? Di chi è la colpa? Di chi sono le responsabilità? E’ mai successo prima qualcosa di simile? Che cosa potete dire alle vittime? C’è pericolo ora? Quali sono i problemi per la popolazione? Quanto costano i soccorsi? Quando possiamo avere un aggiornamento? Siamo pronti a comunicare con i media?
